The Philippine Ports Authority (PPA) is set to implement its Vessel Traffic Monitoring System (VTMS), which will play a vital role in improving and promoting the safety and efficiency of vessel navigation and protection of the maritime environment against terrorist attacks.
PPA General Manager lawyer Oscar Sevilla said as one of the signatories of the International Maritime Organizations International Convention for the Safety of Life at Sea (SOLAS) and in compliance with President Arroyos directive to undertake measures and provide services in improving the safety and efficiency of vessel traffic, the port agency has embarked on the establishment of VTMS.
The system has the capability to identify vessels and to strategically plan their movement, which is essential for the safety, security and environmental protection of the countrys ports and harbors.
Sevilla added that the sharp increase in maritime traffic and the degree of risk brought about by vessels carrying dangerous cargo as well as the environmental sensitivity in the entire Philippine port network, particularly at the Port of Manila, Manila Bay and the approaches of Corregidor Island have made it necessary to establish the VTMS.
