From bottle to bottle: Building circular packaging in the Philippines

Following the journey of a PET bottle—from collection and recycling to its return as new packaging.

MANILA, Philippines — The journey of a post-consumer PET bottle in the Philippines reveals a wider narrative, one that underscores the power of collective action in advancing a circular economy.

This pathway moves recyclable packaging from consumers’ tables into a closed loop, where it is recovered, transported and given new life, helping keep PET bottles within the value chain and out of landfills and waterways.

Coca-Cola Europacific Aboitiz Philippines (CCEAP), the bottling partner and official distributor of Coca-Cola products in the country, has been helping build better PET collection and recycling infrastructure through wide-reaching and community-based partnerships.

At the forefront of these efforts is Tapon to Ipon, a nationwide collection program by the Coca-Cola system that empowers communities and supports local solid waste management systems. The program establishes accessible collection points for PET bottles of any brand, in partnership with organizations and local government units (LGUs).

Closing the loop on recyclable PET packaging is PETValue Philippines, the country’s pioneering bottle-to-bottle recycling facility located in Cavite, and CCEAP’s joint venture with global sustainable chemical company Indorama Ventures—the world’s largest recycler of PET for beverages.

“Building a circular economy for recyclable packaging, such as PET bottles, is only possible through strong collaborations that bridge the gap between consumers and accessible collection and recycling systems,” says Atty. Juan Lorenzo Tañada, VP for Corporate and Regulatory Affairs of CCEAP.

From consumption to collection: Raising awareness and empowering communities

Through a growing network of partnerships with micro-retailers, Coca-Cola empowers more community members to play a meaningful role in the circularity of PET bottles.

Once consumers have enjoyed their refreshing beverages, they can take part by bringing their empty PET bottles to the nearest Tapon to Ipon collection hub.

The Tapon to Ipon program engages with sari-sari store partners that bring recycling closer to consumers by serving as hubs where empty PET bottles can be dropped off, amplifying bottle collection through community involvement. In partnership with CCEAP’s network of micro-retailers, Basic Environmental Systems and Technologies (BEST), and the Philippine Association of Stores and Carinderia Owners (PASCO), sari-sari stores are able to serve as critical collection points—supporting local livelihoods, enabling community-wide recovery for plastic packaging, and raising awareness of PET bottle recyclability.

CCEAP actively partners with local government units (LGUs) nationwide to strengthen community recycling initiatives and promote responsible waste management.

To further strengthen collection efforts, CCEAP has worked to expand the program's footprint nationwide through public–private partnerships that support local material recovery facilities. As part of these initiatives, the company has provided baling machines that allow PET plastic bottles to be compressed easily into transport-ready bales to local government units in San Juan in Batangas City, Naga City, Dumaguete City and the City of Manila, among others. The bales then get transferred to accessible recycling pathways.

In 2023, Coca-Cola worked together with the provincial government of Davao del Sur to clear large-scale stockpiles of PET bottles and then send them for recycling so they can be made into new food-grade bottles.

Large volumes of PET bottles have also been collected from the island city of Samal; the provinces of Davao del Sur, Iloilo and Camiguin; and the municipalities of Baganga in Davao Oriental, and Basco in Batanes, further strengthening PET collection across geographically diverse areas.

Through Tapon to Ipon, collection booths at major festivals become platforms to encourage communities to participate in collecting and recycling clear PET bottles.

Coca-Cola has also made community collection a fixture at local festivals nationwide through Tapon to Ipon pop-up booths that accept used clear plastic bottles of any brand from festival goers in exchange for prizes and Coca-Cola products. Building on its successful debut at Palawan’s Baragatan Festival in 2022, Tapon to Ipon has since become an annual presence at major festivals across the country, such as Cebu’s Sinulog Festival, Iloilo’s Dinagyang Festival, Baguio’s Panagbenga Festival, Davao’s Kadayawan Festival and Bacolod’s MassKara Festival.

Enabled by its robust network of partners and comprehensive collection efforts, Tapon to Ipon helps create the foundation for efficient waste management systems designed to support the nationwide move towards a circular economy.

Bottle-to-bottle technology: Giving PET bottles new life

After a PET bottle is collected, its journey continues as it is transported to a recycling facility, where it begins its transformation into new packaging.

Through public-private partnerships and increased collection efforts, The Philippines’ recycling ecosystem continues to evolve, further supported by facilities such as PETValue Philippines which enables bottle-to-bottle recycling for clear PET bottles.

PETValue Philippines turns used clear PET plastic bottles into new, food-grade material through a pioneering recycling infrastructure consisting of a carefully controlled 8-step green technology process. In simple terms, bottles are sorted, cleaned, broken down into flakes, and then processed into small pellets that can be used to create new bottles. Step by step, what once was discarded is reformed with the highest standards to safely re-enter the packaging cycle, ready to be used again.

PETValue Philippines recycles used clear PET bottles into food-grade rPET (recycled polyethylene terephthalate) through an eight-step, green-technology process: (1) de-baling, (2) bottle sorting, (3) flaking, (4) float-sinking, (5) washing, rinsing and drying, (6) second sorting, (7) melting, extruding and pelletizing and (8) solid-state polycondensation.

Located in General Trias, Cavite, PETValue Philippines is accredited by the Philippine Board of Investments as a pioneer in sustainable manufacturing. This capability was front and center in 2024, when the facility recycled its one billionth PET bottle, each one part of a growing circular system.

A joint venture between CCEAP and Indorama Ventures, PETValue combines global recycling expertise with local infrastructure to scale bottle-to-bottle circularity in the Philippines. Here, the journey comes full circle: a used bottle is transformed into new, food-grade packaging, ready to be filled and used again—extending its life far beyond a single use.

Most recently, CCEAP received a Special Citation for Obliged Enterprises from the Department of Environment and Natural Resources (DENR), recognizing its compliance with the Philippines’ Extended Producer Responsibility (EPR) law and its progress in advancing packaging circularity.
