MANILA, Philippines — An Immigration Lookout Bulletin Order (ILBO) has been issued against 35 Department of Public Works and Highways officials and contractors allegedly linked to suspicious DPWH flood control projects.
In a statement, Bureau of Immigration (BI) Commissioner Joel Anthony Viado said they implemented the ILBO immediately after receiving a copy of the order signed by Justice Secretary Jesus Crispin Remulla yesterday afternoon.
The BI said the order stemmed from “Sen. Rodante D. Marcoleta, who chairs the Senate Committee on Accountability of Public Officers and Investigations, and Atty. Rodolfo Noel S. Quimbo, Director General of the Blue Ribbon Oversight Office Management, requesting for the issuance of an Immigration Lookout Bulletin Order or Watch List against 35 individuals in connection with the ongoing Senate inquiry.”
Sacked district engineers Henry Alcantara and Bryce Hernandez are on the list, as well as seven other DPWH officials: Maria Catalina Cabral, Undersecretary for Planning, Public-Private Partnership and Information Management Service; Ramon Arriola III, Flood Control Management Cluster project director; Luz dela Rosa, Internal Audit Service director; Gerard Opulencia, National Capital Region director officer-in-charge; Roseller Tolentino, Region III director; Jayson Jauco, Bulacan first district engineering office officer-in-charge, and Norberto Santos, Bulacan first district engineering office planning and design section chief.
The ILBO also listed 26 officials of flood control project contractors: Alex Abelido and Raymond Abelido, president and vice president, respectively of Legacy Construction Corp.; Cezarah Discaya, president, Alpha & Omega General Contractor and Development Corp; Ma. Roma Angeline Discaya Rimando, owner/manager, St. Timothy Construction Corp.; Allan B. Quirante, owner/proprietor, QM Builders; Erni Baggao, owner/proprietor, EGB Construction Corp.; Eumir and Pamela Villanueva, Topnotch Catalyst Builders Inc.; Lawrence Lubiano, president, Centerways Construction and Development Inc.; Aderma Angelie Alcazar, president/CEO, Sunwest Inc.; Edgar Acosta, president, Hi-Tone Construction and Development Corp.; Gina Arevalo; Michelle Baraquiel; Wilfredo and Jocelyn Natividad, owner/general manager, Triple 8 Construction & Supply Inc.; Romeo Miranda, president/AMO, Royal Crown Monarch Construction & Supplies; Mark Allan Arevalo, general manager, Wawao Builders; Marjorie Samidan, president, MG Samidan Construction; Luisito Tiqui, president, L.R. Tiqui Builders Inc.; Ryan Willie Uy, proprietor, Road Edge Trading & Development Services; Darcy Respicio, general manager, Darcy and Anna Builders and Trading; Edgardo Saggum, owner/general manager, Eddmari Construction and Trading; Maritoni Melegrito, AMO, Elite General Contractor and Development Corp.; Ferdinand Beltran, owner/general manager, Ferdstar Builders Contractors; Melanie Raymundo, AMO, Rayman Builders Inc., and Alvin Diego, AMO, Silverwolves Construction Corp.
Viado explained that the ILBO is for monitoring purposes only, and could not be used to prevent a subject’s departure from the country.
The order requires immigration officers to verify from relevant government agencies if there are freshly issued orders relating to the subjects should they attempt to depart.
Officers are also instructed to collect necessary information about the subject’s travel to aid in the investigation being conducted against them.
DPWH chief Vivencio Dizon also made a similar request to the Department of Justice on Tuesday, containing 26 names. Some of the names intersect with Marcoleta’s list.
Marcoleta suspects that some contractors in the flood control projects in question may have already gone abroad amid the Senate probe.
“I’m not saying they already escaped, but some people are telling me that some of these persons are already in America. The Blue Ribbon (committee) does not have power to issue a Hold Departure Order.
