MANILA, Philippines - Joint ventures (JVs) are increasingly becoming popular as a fast and easy approach in implementing infrastructure and development projects at the national and local government levels.
To accelerate more economic growth, the National Economic and Development Authority (NEDA) released the 2013 revised JV guidelines applicable for local government units, government-owned and -controlled corporations, government instrumentalities, government financial institutions, and state universities and colleges.
The center for Global Best Practices, in collaboration with Forensic Solutions, Inc., aims to walk prospective firms through the revised guidelines and procedures that took the effect last May 26.

The one-day special seminar will deal on the definition of a JV, requirements, procedures for selecting partners, opportunities and challenges, and examples of existing and prospective JV projects such as water, reclamation, public markets, bus terminals, land development, government centers, power, transport, and more. Participants will get soft copy compilation of templates of actual and proposed JV ordinances.
This special program will feature lawyer Alberto C. Agra who is a certified PPP specialist, certified regulation specialist (Institute for Public-Private Partnerships, VA, USA), PPP Law and local government law professor and a political law bar reviewer (Ateneo Law School). He drafted a proposed PPP Code/ Ordinance for LGUs which to date has been referred to by 23 LGUs (13 provinces, eight cities and two municipalities). He was part of the team that developed the 2008 NEDA JV guidelines. He has conducted over 100 lectures on PPPs and JVs. He is the author of the Proposed PPP Ordinance: Annotated and the co-author of the book, Knowing PPP, BOT & JV: A Legal Annotation. He is a PhD student, Leadership Studies Major in Public Management (Ateneo School of Government).
