CEBU, Philippines - Talisay City Councilor Socrates Fernandez is proposing P3 million as initial appropriations as he proposed for the creation of the Talisay City Cebu Elderly Council.
The measure was already approved on first reading and has referred it to the committee on laws headed by Fernandez himself.
If the ordinance will be approved, the funds for the elderly will be taken from the city social welfare in the amount of P2-million and the P1-million from the Office of the Mayor.
Fernandez said the program of work, for suitability and practicality of real and general welfare of the elderly, shall be prepared by Talisay City Cebu Elderly Council. The fund, Fernandez said can be amended depending upon the change or increase of tax income of the City.
Under the ordinance, the elderly council shall be composed of the mayor, who will sit as the chairman while the deputy chairman will be the Sangguniang Panlungsod that is Chairman of the Committee on Senior Citizens.
The members of the council will comprises the Sangguniang Panlungsod-Chairman of the Committee on Social Services; the President of Talisay City Federation of Senior Citizens; the representative from the DILG; a representative from the provincial social welfare; one representative each from two accredited non-government senior citizens organizations and the Office of the Senior Citizens Affairs.
Among the objectives is to encourage the community in the promotion of the welfare of the elderly.
The proposed ordinance also provides a comprehensive healthcare and rehabilitation system for disabled senior citizens to foster their capacity to attain a more meaningful and productive aging. (FREEMAN)
