Discounted rates to ease transition: CCLEX toll hike set for July 1

CEBU, Philippines — Toll rates at the Cebu-Cordova Link Expressway (CCLEX) are set to increase following the Local Toll Regulatory Council’s (LTRC) approval of a new fee structure.
In a press release from the Cebu-Cordova Link Expressway Corporation (CCLEC) and Metro Pacific Tollways Corporation (MPTC), the new rates will take effect on July 1, 2025.
However, users will initially be charged discounted provisional tolls ahead of the full implementation of the approved toll matrix at a later date.
The adjustments are in line with a provision in the concession agreement signed by the Cebu City Government, the Municipality of Cordova, and CCLEC. The agreement allows for staggered toll increases every two years.
Under the discounted rates, motorcycles under Class 1M (110cc to 399cc) will pay ?65, while vehicles under Class 1—cars, pickups, small vans, and motorcycles 400cc and up—will be charged ?100.
Class 2 vehicles, including light trucks, buses, and high-roof vans, will pay ?200. Class 3 vehicles—typically large and heavy trucks or trailers—will be charged ?300.

These discounted tolls are lower than the newly approved matrix, which lists ?68 for Class 1M, ?107 for Class 1, ?214 for Class 2, and ?321 for Class 3 vehicles.
The agreement also allows CCLEC to recover investment and operational costs, which surged during the COVID-19 pandemic and the aftermath of Typhoon Odette—both of which delayed the project’s completion.
According to CCLEC president and General Manager Allan Alfon, the phased rollout is meant to strike a balance between sustainability and affordability.
“We understand that any toll changes can raise concerns, and we assure you that we are steadfast in our commitment to continuously enhance our services to provide you safe, seamless, and reliable travel experience,” said Alfon.
He expressed gratitude to the public for their continued patronage and acknowledged CCLEX users who have made the tollway their preferred route since operations began.
The LTRC, created through a local ordinance by Cebu City and Cordova, is responsible for determining and implementing toll rates for the 8.9-kilometer expressway.
CCLEX connects the South Road Properties (SRP) in Cebu City to Barangay Pilipog in Cordova, with the goal of reducing travel time between Cebu mainland and Mactan Island.
Before the expressway’s opening, travel between Cebu City and Cordova or Lapu-Lapu took about 82 to 85 minutes, according to a study by the Center for Social Research and Education of the University of San Carlos (USC).
Since its launch in April 2022, CCLEX has cut travel time by 20 to 75 percent, benefiting commuters, cargo haulers, and business owners.
CCLEX is the flagship infrastructure project of CCLEC, a subsidiary of MPTC, the country’s largest toll road operator.
It is also MPTC’s first major tollway project outside Luzon, developed under a Public-Private Partnership (PPP) with local governments.
CCLEC assured the public that it will continue to implement measures that ensure safe, convenient, and efficient travel through the expressway. — (FREEMAN)
