CEBU, Philippines — Police Regional Office 7 (PRO-7) is moving to implement key reforms under the leadership of newly appointed Philippine National Police (PNP) chief, PGen Nicolas Torre III.

This was according to PRO-7 Regional Director PBGen Redrico Maranan during a recent media briefing, who shared their focus on enhancing police effectiveness, improving response times, and boosting officer well-being.

Key changes include the implementation of an eight-hour duty schedule for police personnel, the enforcement of a three- to five-minute response time for emergencies, and the use of performance-based metrics in evaluating law enforcement efficiency.

Maranan affirmed PRO-7’s full support for these initiatives, noting that preparations are underway to pilot the eight-hour shift in Cebu City, Mandaue City, and Lapu-Lapu City—highly urbanized areas where increased police visibility is essential.

“We will comply with the 8-hour duty directive of our Chief PNP, particularly in urban areas where police presence is essential. In far-flung areas, local Chiefs of Police may adjust implementation to ensure personnel still receive sufficient rest and time with their families,” Maranan said.

He also emphasized PRO-7’s alignment with the national directive of President Ferdinand Marcos Jr., as echoed by the Chief PNP, to improve emergency responsiveness and enhance public safety measures.

“We are working toward meeting the 3 to 5-minute response time. PRO7 will strengthen this capability by integrating the Enhanced 911 system where feasible. In the coming days and weeks, we will intensify our efforts toward achieving this goal,” he added.

On performance evaluation, Maranan stressed the importance of measurable results, noting that metrics such as arrests made, cases filed, and successful operations will be key indicators of police effectiveness.

“The more criminals we remove from our streets, the more we contribute to peace and order. These figures serve as concrete indicators of how dedicated and effective our officers are,” Maranan added. — (FREEMAN)
