CAAP imposes stricter ban on hazardous activities near airports
CEBU, Philippines — The Civil Aviation Authority of the Philippines (CAAP) has issued a new directive imposing stricter regulations on hazardous activities near airports and their operational areas to enhance aviation safety.
Through Memorandum Circular No. 26-2025, CAAP outlined various prohibitions within the vicinity of airports, emphasizing the importance of minimizing risks that could compromise flight operations.
Among the key measures, the flying of kites, balloons, and flying lanterns is now strictly prohibited within a 12-kilometer radius from the aerodrome reference point (ARP).
Meanwhile, the operation of unmanned aircraft systems (drones) is allowed within a 10-kilometer radius of the ARP, but operators must first obtain a special permit. Each drone must also be flown under the supervision of a remote pilot and an observer, and must not exceed an altitude of 120 meters above ground level (AGL).
The memorandum also addresses the presence of birds near airports.
“Raising doves, pigeons, fowls, or any domesticated birds within the 12-kilometer radius from the ARP will only be permitted if the birds are housed in secured cages to prevent accidental interference with aircraft operations,” the circular stated.
Domesticated animals and livestock—including swine, goats, cattle, water buffalos, and poultry—are prohibited from entering, roaming, or grazing within airport premises or operational areas at any time.
CAAP also prohibits the construction of both permanent and temporary structures within two (2) meters of the airport perimeter fence. This includes buildings, barriers, drainage systems, and wastewater outlets leading into airport grounds.
In addition to construction, “sowing, tilling, or nurturing vegetation within two (2) meters of the airport perimeter fence is also strictly prohibited to prevent safety and security risks that may obstruct or interfere with airport operations,” the agency emphasized.
The regulation further notes that trees near aerodrome vicinities must not exceed height limits set by specific aviation regulations.
The use of high-intensity lights or laser beams that could endanger aircraft operations during any phase of flight is strictly banned. Similarly, operating radio communication devices or any medium that could interfere with air traffic control communications and navigational aids is also prohibited.
Failure to comply with the new memorandum will result in administrative sanctions and penalties, CAAP warned. –/FPL (FREEMAN)
