Suspect in store manager slay arrested

CEBU, Philippines — Police are continuing their investigation to determine the motive and identify the mastermind behind the killing of a female store manager in Cebu City on April 14, 2025. Authorities have launched a manhunt for the individual believed to have ordered the attack following the arrest of the suspected gunman.

According to the Police Regional Office-7, at around 11:35 p.m. on April 25, 2025, joint forces from the Mabolo Police Station, City Intelligence Unit (CIU), City Investigation and Detective Management Unit, and the City Mobile Force Company conducted Oplan Badlas/Bulabog in Sitio Mama, Barangay Mabolo.

The operation led to the arrest of Russel Zapeda, 24-year-old, who was found in possession of a caliber .38 revolver, a hand grenade, and several rounds of ammunition.

Authorities said the suspect was allegedly hired to carry out the killing in exchange for money. CCTV footage and surveillance data were crucial in identifying and tracking him.

Footage captured the suspect trailing the victim, who was riding a motorcycle-for-hire booked through a ride-hailing app. Investigators also linked him to the crime after he was seen riding a motorcycle used in the shooting and later changing clothes resembling a ride-hailing uniform.

The shooting occurred along J. Luna Street, Samar Loop, Barangay Luz, Cebu City.

The suspect now faces multiple charges, including violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), the COMELEC Gun Ban, Republic Act 9516 (Unlawful Possession of Explosives), and murder.

Police Brigadier General Redrico Maranan, PRO-7 regional director, praised the quick and coordinated efforts of the operating units.

“Ang paspas nga pagdakop sa gunman mao'y ebidensya sa among tinuoray nga tinguha nga mahatagan ug hustisya ang biktima ug ang iyang pamilya. Dili kami mohunong hangtud ang tanang nalambigit sa krimen, madakpan ug manubag sa balaod," Maranan said. — (FREEMAN)
