DOST-7 launches ‘Blue Economy’ initiative

CEBU, Philippines — With a strong focus on unlocking the economic potential of marine biodiversity, the Department of Science and Technology in Central Visayas (DOST-7) officially launched its “Blue Economy” initiative during the 2025 Regional Science, Technology, and Innovation Week (RSTW) held yesterday, April 23.
DOST Secretary Renato Solidum Jr. emphasized the agency's commitment to science-based solutions that empower local communities through research and development, particularly in marine-rich areas such as Central Visayas.
“With its rich marine biodiversity, vibrant fisheries, and critical ecosystems, Central Visayas is at the heart of the archipelago, and now taking the lead in developing a science, technology, and innovation-driven Blue Economy that is resilient, inclusive, and climate-smart,” said Solidum Jr.
The region’s Blue Economy Agenda aims to promote advancements in intelligent aquaculture systems, sustainable tourism, ocean-based biotechnology, and climate resilience.
Solidum cited potential projects for marine resource management, including sustainable fisheries, seaweed and shrimp farming, ecotourism, maritime transport, and initiatives promoting a circular economy.
Addressing challenges, the secretary acknowledged that marine pollution—particularly from plastics—is currently the most pressing threat to the Blue Economy movement.
To address this, he said DOST is leveraging technology and nature-based solutions to improve water and solid waste management.
“Science is not just about tools, but it’s about creating opportunities and building resilient futures,” he stated.
The maritime transport sector is also a key component of the Blue Economy initiative, with DOST-7 exploring safer and more efficient vessels for fishermen and inter-island travel.
Ultimately, Solidum said the goal is to establish a sustainable system where the ocean's resources are utilized responsibly and regenerated for future generations.
On funding, he noted that the Blue Economy is proposal-driven and forms part of the eight flagship projects announced this year.
Meanwhile, DOST-7 officer-in-charge Dr. Tristan Abando shared that the three-day RSTW will highlight emerging technologies, collaborative innovations, and success stories that reflect the region’s ongoing development.
Abando also noted that Central Visayas maintained its status as the fastest-growing regional economy in the Philippines, with a 7.3 percent gross domestic product (GDP) growth rate in 2024.
“The Visayas are not divided by bodies of water; we are actually developed because of it,” Abando emphasized.
