MANILA, Philippines — Stressing the need to move away from the traditional precinct-based policing, Philippine National Police (PNP) chief Gen. Nicolas Torre III led a regional command conference in Iloilo over the weekend to advance police responsiveness in the Visayas through mobile patrol deployment and the five-minute response system.

Torre emphasized to police directors in Regions 6, 7 and Negros Island the need to shift to dynamic law enforcement aimed at delivering faster and community-centered service.

“We’re no longer in precincts, we’re in your phones,” Torre said. “Dial 911 and we’ll be there in five minutes. That’s our commitment.”

The conference focused on three major initiatives: the five-minute response strategy, enhanced deployment plans and deactivation of police community precincts or PCPs in favor of increased mobile visibility.
