Marikina polls: Maan wins tight mayoral bid, while husband Marcy's proclamation put on hold

MANILA, Philippines — It was a mixed day for the Teodoros in Marikina: while Rep. Maan Teodoro secured the mayoral seat, the proclamation of her husband Marcy Teodoro’s congressional bid was temporarily halted. 

The City Board of Canvassers proclaimed Maan Teodoro as the next mayor of Marikina City on Tuesday, May 13, succeeding her husband Marcy Teodoro, who served three consecutive terms from 2016 to 2025.

It was a tight and hard-fought race for the Teodoros, with Maan securing 142,814 votes, surpassing rival Rep. Stella Quimbo who garnered 111,420 votes, according to the city’s canvassers.

Maan thanked Marikina voters in a Facebook post for choosing continuity in the city’s leadership, which the Teodoros have been part of since 1992, when Marcy first served as a city councilor.

Despite leading by a wide margin over incumbent Sen. Koko Pimentel, Marcy’s proclamation as Marikina’s first district representative — taking his wife’s seat — has been put on hold by the Commission on Elections (Comelec) due to an unresolved petition questioning his residency.

“In view of the foregoing, the Commission (En Banc) hereby orders the suspension of proclamation of respondent Marcelino 'Marcy' Teodoro as Member, House of Representatives, 1st District of the City of Marikina. The suspension of the proclamation shall be effective until further orders from this Commission,” the order read. 

The petition was filed by Pimentel himself, who argued that Marcy should be disqualified over alleged material misrepresentation. 

Even on the morning of election day, the incumbent mayor became the target of black propaganda, with fake tabloids circulating false claims about his disqualification.

Maan said they have been meeting with Marcy’s legal counsel to carefully review their next move after the Comelec suspended the latter’s suspension.

“But we believe that the overwhelming na votes that he got yesterday is a sign that the voice of Marikina people should be heard,” Maan said at an ambush interview after her proclamation. 

Aside from a disqualification case, Marcy Teodoro is also facing a six-month preventive suspension ordered by the Office of the Ombudsman over the alleged misuse of P130 million in public funds — a case that also involves the vice mayor and 12 city councilors.

The Mayors for Good Governance, a coalition of 100 mayors in the country, urged the Ombudsman to grant Marcy a fair and transparent hearing. 

The results of the midterm elections, however, show that despite numerous attacks, Marikina voters continue to place their trust in the Teodoros.

As of 3:12 p.m., around 99.72% of election returns have been processed by media transparency servers, which translates to 257,697 votes. There are a total of 315,980 registered voters in Marikina City.
