The victim, Luis Rubio, 53, died from two gunshot wounds in the chest and neck with a caliber .45 pistol.
Rubio’s brother, Batac, Ilocos Norte Judge Ariston Rubio, was himself killed in an ambush in Currimao town two years ago.
