Domingito Fallarca, 27, of Barangay Dulong Tangos, Navotas, who also bore welt marks and bruises in the body died due to severe head injuries.
Police said suspect Daniel Dapuli, married and also residing at the same barangay, was believed still under the influence of liquor when he was arrested. Charges of reckless imprudence resulting to homicide are being readied against him.
Investigation showed that at about 1 p.m. Sunday, Fallarca, sweating under the scorching sun, decided to swim, joining the others in the neighborhood already frolicking in the inviting seawater.
Meanwhile, Capuli, coming from a drinking session, staggered into a boat, fishing vessel F/V Hassaton, berthed along the seashore and started the motor running. Allegedly without the permission of the owner, Capuli sped away into the direction of the swimmers.
Witnesses told probers that Capuli dove into the water oblivious of the speeding fishing boat coming right his way. As he pulled up above the water for air, the boat, without slowing down, slammed into his head. The other swimmers quickly reached for the victim as he quickly went underwater after the impact. Even as he was recovered, Fallarca failed to regain consciousness.
The suspect is now detained at the Navotas police detention cell.
