MANILA, Philippines — The Department of Transportation (DOTr) has reopened consolidation applications to public utility vehicle (PUV) operators and drivers. 

The consolidation of PUVs is an integral part of the long-delayed PUV modernization program. The government had originally set a 2024 deadline for consolidation but delayed it multiple times following pushback from the transport sector.

Transport Secretary Vince Dizon issued Department Order (DO) 2025-009, making the reopening official. 

“Kailangan natin tulungan 'yung mga nag-modernisa na at sumama na sa programa. Sila ang priority natin, kailangan natin bigyan sila ng reprieve para hindi na sila malugi,” Dizon said.

(We need to help them modernize so they can join the program. They are our priority, we need to give them some reprieve so that they do not go bankrupt.) 

Dizon said the drivers and operators must be given legal means to ply the routes. 

For those who did not consolidate in 2024, they could join an existing cooperative or form their own.

“[Public utility jeeps and UV Express] operators covered by this DO shall be allowed to join existing consolidated transport service entities (TSEs) in routes with 60% and above consolidation [rate], subject to the conformity of the said TSEs,” the order read.

Older jeepney units will be subjected to roadworthiness checks.

However, progressive transport groups have criticized the order, saying it still forces consolidation on drivers and operators.

Transport group Piston said that while unconsolidated jeepneys are allowed to secure provisional authority, they should instead be granted proper franchises. The group added that the modernization program as a whole threatens the livelihood of drivers and operators.

Manibela, which staged a three-day strike in response to what it claims are false consolidation numbers, has criticized the department's order. While the DOTr was able to meet and hold a dialogue with the group, the order does not reflect what was discussed.

Manibela had asked the DOTr for the opportunity to register, despite not being consolidated.
